This concurrent resolution directs the President to remove U.S. Armed Forces from hostilities against Iran unless explicitly authorized by a declaration of war or a congressional authorization for use of military force against Iran.

Elements of the U.S. Armed Forces needed to defend the United States, an ally, or a partner from imminent attack are not covered by this requirement provided the President complies with a specified provision of the War Powers Resolution. (The provision generally requires the President to remove U.S. Armed Forces from hostilities no more than 60 days after the President notifies or is required to notify Congress of such involvement, unless Congress authorizes such use. This bill reauthorizes through 2031 the Social Security Administration’s (SSA’s) authority to carry out demonstration projects within the Social Security Disability Insurance (SSDI) program. The bill also imposes requirements related to beneficiary income, project funding, and SSA reporting.

SSDI demonstration projects must be designed to promote attachment to the workforce and generally involve temporary changes to SSDI policies tested on a subset of beneficiaries. Participation in a demonstration project must be voluntary. SSA’s authority to carry out these projects expired on December 31, 2022.

Under the bill, SSA must ensure that an individual’s participation in a demonstration project does not reduce their total income. Further, the bill specifies that administrative expenses related to demonstration projects must be paid from funds appropriated for administration.

Finally, the bill requires SSA to report to Congress 120 days before initiating a demonstration project. This is an increase from 90 days under current law. This advance notification must include evaluation metrics for the relevant project.

This bill generally prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks.

Specifically, Members of Congress and the spouses and dependent children of Members of Congress may not purchase covered investments. Between 7 and 14 days before a Member or a covered spouse or dependent sells a covered investment, the relevant Member must file public notice of the intent to sell with the Clerk of the House of Representatives or the Secretary of the Senate, as appropriate. The Clerk or Secretary must publish this notice online. If the individual decides not to sell the covered investment, the notice must be withdrawn.

Under the bill, a covered investment is a security issued by a publicly traded company or a comparable economic interest. Some investments are exempt, including interest in a widely held investment fund and certain investments held in a trust.

Violations of these provisions are subject to a fee and, in the case of a purchase, a requirement to sell the covered investment. The fee must equal (1) the greater of $2,000 or 10% of the transaction value, and (2) any net gain realized from the transaction during a specified period. The fee may not be paid using campaign donations or Members’ official allowances.

Certain transactions by covered spouses and dependents are exempt, including transactions made on behalf of another person or made as part of compensation from the individual’s employer.

Making Continuing Appropriations for Fiscal Year 2027, and for Other Purposes

This bill provides continuing FY2027 appropriations for federal agencies and extends various expiring programs and authorities.

Specifically, the bill provides continuing FY2027 appropriations to federal agencies through the earlier of December 4, 2026, or the enactment of the applicable appropriations act. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2027 appropriations bills have not been enacted when FY2027 begins on October 1, 2026.

The CR funds most programs and activities at the FY2026 levels with several exceptions that provide funding flexibility or additional appropriations for various programs. For example, the bill includes exceptions for

the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC);
Small Business Administration loan programs;
the Federal Emergency Management Agency’s Disaster Relief Fund;
the Indian Health Service; and
wildfire suppression activities.

In addition, the bill extends several expiring programs, authorities, and restrictions, including

the Department of Agriculture’s livestock mandatory price reporting program,
the National Flood Insurance Program,
limits on pay increases for the Vice President and certain senior political appointees,
the Temporary Assistance for Needy Families (TANF) program,
the authority to waive certain pay limitations that apply to wildland firefighters and other wildland fire personnel,
the authority for the District of Columbia to spend local funds, and
the freeze on cost-of-living adjustments for Members of Congress.

The bill also provides the customary payments to the beneficiaries of the late Representative David Scott and the late Senator Lindsey Graham.
