Dear Chairmen Roberts and Conaway, and Ranking Members Stabenow and Peterson,

As the conference committee's work on the farm bill concludes, I urge you to maintain an amendment that was adopted to the House-passed version which would repeal the final rule issued by the Administrator of the Environmental Protection Agency and the Secretary of the Army entitled "Clean Water Rule: Definition of Waters of the United States," published on June 29, 2015 (80 Fed. Reg. 37054) and any regulation or policy revised under that rule. While Texas has received temporary relief because of an injunction, my constituents need long term predictability. This rule has been devastating on farmers and ranchers across my district and they need reprieve from this burdensome regulation.

Thank you for your consideration.

Sincerely,

Michael Cloud
Member of Congress
